Dave Willoughby

Director Marine Program Management OCEAN SPECIALISTS

Currently serving as the Director of Cable System Development at Ocean Specialists Inc. (OSI), Mr. Willoughby is a senior program manager with over 25 years of experience in the undersea telecom cable industry.  He leads teams to manage the development of undersea cable systems starting from initial concept through all stages of development including system design, system/hardware procurement, Desk Top Study, Marine Route Survey & Installation, Cable Landing Station construction, Outside Plant & Backhaul installation, transmission equipment sourcing and delivery, and System and Network Commissioning.  His career in the undersea cable system started with work on TAT-10 and HAW-5 when he joined AT&T-Submarine Systems Inc. in 1990.  Mr. Willoughby has managed numerous undersea cable projects worldwide including portions of TGN, SAM-1, Svalbard, MENA, SEACOM, and presently the Monet Cable System where he serves as Co-Chair of the purchaser’s Expert Group.  Prior to advancing into project management, Mr. Willoughby held positions in cable system route planning & engineering, marine installation and project coordination.  Mr. Willoughby is a graduate of New York Maritime College (BS Meteorology/Oceanography) and Purdue University (MS Industrial Engineering) and is a former 3rd Mate in the US Merchant Marine.
